With reference to the correspondence noted
in the margin, I have the honour to transmit for your consideration the enclosed copies of a draft Bill for the registration and regulation
of Indian Watchmen in this Colony, together
with copies of semi-official correspondence between myself and Mr. D. Petrie on the subject.

As far as Hongkong is concerned
the elimination of Indian Watchmen is desired, and this Bill would probably effect that ob-
-ject.
